3rd Quarter Executive Board Meeting
August 4, 2009
First Baptist Church, Kingsville, Texas

6:00 P.M. Dinner was provided by FBC Kingsville. 

The Coastal Bend Baptist Association 3rd Quarterly Executive Board Meeting followed dinner. 

Director of Missions opened the meeting at 7:00 P.M. as temporary clerk and asked the group for approval of Vice-Moderator elect, Ron Earley to lead the meeting in the absence of Moderator, Raul Hernandez. All agreed.

Ron Earley asked Clif Abshier to open the meeting with prayer.

The Minutes
were approved as printed.

The Quarterly Financial Statement which included statistics on church participation was given by Finance Committee Chair, Mike Barrera.  Bro. Barrera reported that 28 churches and mission are participating financially out of 467 churches in the association.  The expenditures section was left out of the handouts and will be mailed, emailed, and posted on the web site. 

A Request for Membership to the Association was presented by Gateway Christian Church and automatically referred to the Credentials Committee for a recommendation at the Annual Meeting on October 18th, 2009 at FBC Alice, Texas.

Association VBS Director's Report
        Association VBS Director, Margie Mixon, gave her report on the Association V.B.S. clinic held February 28, 2009 from 9:00a.m. to 12:00noon at FBC Kingsville.  Total attendance was 66.  Ten Breakout topics were offered.   The Boomerang Express breakout sessions had 15 attending the Prekinder sessions and 41 attending the children's sessions.   Club VBS had 10 trained at the children's level.  Evaluations of the clinic were very positive. 
        Mrs. Mixon stated that she is planning to have an interchurch ministry team to plan the clinic for next year.  The clinic date will again be at the end of February or the beginning of March.  She asked if anyone knows of individuals in your church who would be available to participate on the team to please let her know.  She should needs to get the team in place by November 2009.

OLD BUSINESS: none

NEW BUSINESS
        The Nominating Committee presented their recommendations for the 2009-2010 year.  A motion for approval was made by Clif Abshier and second by Noe Ortiz and Homero Castillo.  Motion passed.
        A point of order was requested by Clif Abshier that the Nominating Committee would appoint the chair of each committee in the future and that these approved recommendations have the chairpersons identified by the October 18th Annual Meeting.

        The Director of Missions gave a brief report and then encouraged those in attendance to share the blessings they saw this summer in their churches.  The sharing was abundant and inspiring to see God working in so many places.

2nd Quarter Executive Board Meeting

Stonegate Baptist Church

The meeting was opened with a Welcome and Prayer by Alfredo Benavides, pastor of Stonegate Baptist Church in Alice, Texas.
The minutes of the last Executive Board meeting were reviewed.  They were moved for approval by Clif Abshier, FBC Bishop.  Motion was Second by Ron Earley, FBC Kingsville.
REPORTS
FINANCIAL REPORT:  Mike Barrera, Finance Committee chairman, United Baptist Church, Laredo presented the Finance Committee report along with the committee's concern of declining income from churches.  The motion of acceptance of the report from the committee was approved.

OLD BUSINESS: none

NEW BUSINESS: 
The following motion was presented by the finance committee:
"The finance committee moves that the Coastal Bend Baptist Association adjust the current budget item, 405a DOM Health Insurance, from $4,550 to $5,400 in order to continue to pay 100% of the Director of Mission's health insurance."   The motion passed.
Mike Barrera moved the forming of a Steering Committee to consist of 3 pastors. At the next meeting they will present possible solutions or remedies to help with the current financial crisis.  The 3 pastors will represent diverse financial and participation levels.  Discussion followed and the motion was withdrawn.
Clif Abshier moved  "the association give the Finance Committee authority to make decisions that would normally require Executive Board action in addressing economic and participatory needs."  The motion received a second from Ron Earley.  The motion passed.

The meeting was closed with prayer and dismissed to a restaurant for fellowship.

1st Quarter Executive Board Meeting
January 26, 2009
Faith Baptist Church, Benavides, Texas

Faith Baptist Church of Benavides hosted our first quarterly meeting of 2009 beginning at 6:00 p.m. with a wonderful dinner and gracious hospitality.  There were 26 present representing nine churches.

The meeting was called to order with prayer and Moderator Raul Hernandez led the meeting.  Brother Raul was Vice-Moderator and assumed Moderator when Jerry Barker moved to Oak Cliff, Texas December 1st. 
.
The minutes of the last meeting were reviewed and a motion to accept was made by Clif Abshier with a second by Mike Barrera.  Minutes were approved.

The Financial Report for the year of 2008 was presented by committee chair, Mike Barrera.  Preston Taylor moved its approval and the motion received a second.  The report was approved.

Old Business:  There was none.

New Business: 
        Moderator, Raul Hernandez presented the appointees for the 2009 Nominating Committee as Preston Taylor, Ron Earley, and Lupe Aguilar.
        There was no other new business

Reports:
        Missions Coordinator's Report - 
Raul Hernandez report the good progress of work in Mexico and brought two guest missions workers, Jerry & Gloria Hissong (Hillsboro,Texas) with him. 
        
        Texas Baptist Men - Jim Southerland reported two call outs for the South Texas Disaster Relief Feeding Unit in 2008.  The first to McAllen, Texas for Hurricane Dolly and the second to League City, Texas for Hurricane Ike.
        
During hurricane Ike  a "mega kitchen" was available.  The state unit, the South Texas Feeding unit, and the Top of Texas feeding unit were all present with a combined total capacity of 80,000 meals per day.
        Bro. Jim stated that there is a serious need for Yellow Caps to be trained and serve and that our prayers are greatly coveted by the teams.


        Baptist Student Ministries - Director Mike Cervantes and wife Michelle attended and introduced us to Kaleo Cervantes their new son. 
        Mike reported an increase in student worship attendance from approximately 50 to 70 in average attendances.  He has continued to have small group Bible studies and minister through activities with the students.  Currently he has group playing basketball together in an outreach ministry.

        Faith Baptist Church - Sonny Garza of Faith Baptist Church shared their dreams and hopes in remodeling the old building in which we were meeting.  There is a great need for missions groups or individuals to help with tear out and reconstruction.

        Director of Missions Report -  Mike O'Neill, Director of CBBA, encouraged involvement in Association and Mexico Missions and encouraged churches to help with Faith Baptist Church and pray for them.

          The meeting was closed with prayer.

 Minutes of the Annual Meeting
Coastal Bend Baptist Associaton
October 18, 2008
Cornerstone Baptist Church, Alice, Texas

Meeting Called to Order: Moderator Jerry Barker opened the meeting with a  welcome and prayer.  Don French made a motion and Ross Dudney second the motion to call the meeting to order.  Jerry Barker thanked Bro. Mike & Debbie O'Neill for all the manuals that were handed out at the meeting.
Reports: 
Clif Abshier
read the Baptist Student Ministry report in the absence of Mike Cervantes.
Raul Hernandez from Zapata, Texas gave the report for the River Ministry. Bro. Roberto Zuniga is cooperating with the work in Mexico.  It is encouraging to know that a lot of the Pastors in Mexico are working together and going out to do outreach.  They are coordinating new work in Mexico.  The churches are growing and he thanked all the churches in the Coastal Bend for the prayers and support that are needed.
Bro. Jerry Barker gave a report of the work done in Seabrook, Texas after  Hurricance Ike.  They will be going back to take food items. 
Business:
Copies of the 2009 Budget
were provided in the Meeting Booklet. Bro. Ron Earley presented the budget report. All in favor.
The Credentials and Constitution Committee recommends that Primera Iglesia Bautista in Zapata, Texas which is now Rios de Agua Viva be removed from the Coastal Bend Association. All in favor.
Tim Walshe with the Nominating Committee announced that Homer Castillo was added to the BSM Committee.  Jim Sutherland  & Clif Abshier  were added to the Zephyr Baptist Encampment Committee.  All in favor of the motion said Amen.
Preston Taylor made the motion to adjourn the meeting and Ron Earley second the motion. All in favor.
The Director of Missions gave his report and dismissed us in prayer to the fellowship meal provided by Cornerstone Baptist Church.

Community Baptist Church, Riviera, Texas

Meeting Called to Order: Moderator Jerry Barker stated that a quorum was present and called the meeting to order.  There were 10 churches represented and 16 people present.

Host Pastor, Lupe Aguilar, opened the meeting with a welcome and prayer.

Minutes of the last meeting were reviewed and approved as printed.  (Motion -Tim Walshe, 2nd - Ron Earley)

The Financial Report was presented by Ron Earley, Chair of the Finance Committee.  The report was approved (Motion - Helen Hewett, 2nd - Tim Walshe)

Time was taken to share about International Missions opportunities and reports.

New Business:
        Nominating Committees Recommendations for 2008-2009 were presented by Chairman, Tim Walshe from the Nominating Committee (Tim Walshe, Deloris King, Brenda Treviño).  Approval was unanimous.

        Gulf Plains Cowboy Church of Kingsville: Ron Earley presented a request for CBBA to enter into a partner relationship with the Gulf Plains Cowboy Church of Kingsville.  Ron and Mike O'Neill related information about the church to the group.  A motion to partner with Gulf Plains Cowboy Church of Kingsville was made by Clif Abshier, and received a second.  The motion passed unanimously.

Mission Reports were shared concerning New Work at General Treviño (Ron Earley), work in Matamoros (Perry Mixon), Mexico City mission (Art Reyes), Disaster Relief in the Valley (Jim Southerland), food to 2 orphanages in Nueva Laredo (Tim Walshe), The work of Calvary, Oak Cliff, Tx in San Ignacio (Jerry Barker), Christian In Action needs in Riviera, Tx (Lupe Aguilar), FBC Gresham's ten years of work in Zapata, San Ignacio, & Mexico (Preston Taylor), the needs of Mbour, Senegal, West Africa and churches in Texas, North Carolina and Virginia partnering (Jerry Barker).

Motion was made to adjourn following the Director of Missions report to our fellowship meal.

The Director of Missions gave his report covering work in Mexico, Mary Hill Davis Offerings, and Hope 2010.

Prayer by Mike O'Neill was given to close and all adjourned to the fellowship meal provided by Community Baptist Church

April 26, 2008
Primera San Diego

The meeting was called to order by Jerry Barker.  20 present with 9 churches represented.  Minutes of the January 26, 2008 Quarterly Meeting were distributed.  Motion was made by Ron Earley and seconded by Helen Hewett to accept the minutes as printed. Motion carried.
Ron Earley presented the Financial Report.  Motion was made by Ralph Huerta and seconded by Art Reyes to accept Financial Report.  Motion carried. 
No Unfinished Business.
New Business:
Ron Earley, Finance Committee Chairman, brought motion from Finance Committee to increase monthly savings transfer from $200 to $300 beginning April 2008.  Budget item 700 TRANSFER TO SAVINGS will change to $3300.  Motion passed.

DOM gave report.

January 26, 2008
Ricardo Baptist Church, Ricardo, Texas

A welcome and prayer was given by Bro Mike O'Neill, Director of Missions.
A ladies quartet from Ricardo Baptist Church provided special music.

Prior to the meeting a motion was made that Helen Hewett act as Clerk and record the minutes and Jerry Tanner be appointed as moderator due to the absence of Bro Jerry Barker who is on the Mission field in South Africa.

The meeting was called to order at 11:45am by Jerry Tanner.  Minutes of the October Annual Meeting were distributed.  Motion was made and seconded to accept the minutes as printed. Motion carried.

Ron Earley presented the Financial Report; Motion was made and seconded.  Motion carried. Bro Ron also announced that the Association needs a folding machine. Any churches or individuals who would like to contribute to the purchase may contact the Association.

Reports and Announcements: The new nominating committee will consist of Delores King, Brenda Trevino and Tim Walshe.

Bro. Ron Earley made a motion and seconded by Noe Trevino to change item 405a on the budget.  This is due to the increase of Bro. Mike O'Neill's  medical insurance from $4600 to $4850.  Motion passed.

There was no old or new business.

BSM Report:  Bro Clif Abshier reported that at the last BSM Committee meeting he had been asked to contact the churches who do not contribute to the BSM.  He sent letters and has already had a response.  One church has already sent a check. He hopes others will include them in their budget.

DOM Report:
  • The Mary Hill Davis offering is coming up shortly. The focus this year is Helping Families with Children.
  • There will be a Yellow Cap training session on Feb. 16 from 9-12 at Central Baptist Kingsville.
  • Men's Rally on February 8th  at 6:00 pm at Coastal Bend Fellowship in Kingsville.

PRAYER REQUESTS:
  • Jerry Barker and his church members who are in South Africa on the mission field.
  • Bro. Love is in Spohn Shoreline with heart problems
  • Bro. Noe Ortiz - open heart surgery…doing well
  • All churches who are without pastors
  • Praise for Brenda Trevino doing well - tumor was benign.

Minutes of the CBBA Annual Meeting
October 20, 2007
United Baptist Church -  Laredo, Texas

WELCOME
Meeting opened with welcome and prayer by Pastor Mike Barrera.  Pastor, Jerry Barker thanked United Baptist Church for hosting the Annual Meeting. He also thanked Bro. Mike O'Neill and Jennifer Hodges for helping to set up all the materials for the meeting.

Pastor Noe Treviño, Congregational Strategist for the Baptist General Convention of Texas presented Bro. Mike O'Neill a plaque in celebration of the 300th Anniversary of Baptist Associations and their promotion of missions and evangelism.

SEATING OF MESSENGERS
Messengers were approved.

MINUTES
Minutes of the Last Meeting were read. Pastor Cliff Abshier made a motion to accept the minutes. Pastor Mike Barrera seconds the motion. All in favor.

BUSINESS
Copies of the 2008 Budget were provided in the Meeting Booklet. Bro. Ron Earley presented the report.  Brother Jerry Barker made a motion to accept the report. All in favor and motion passed.

A motion was made by the committee to accept the changes to the Constitution, motion carried.

Pastor Raul Hernandez from Zapata, Texas handed a report of the activities in Mexico to everybody present.

Brother Jerry Tanner made a motion to adjourn the meeting and Refugio Gonzalez seconds the motion. Motion carried.

Brother Mike O'Neill served the Lord's Supper and dismissed us in prayer.

ARTICLE V - EXECUTIVE BOARD

SECTION 1. The Executive Board shall consist of one member from each church of the association, the officers of the association, the president of the Compañerismos of Coastal Bend Baptist Association, the pastors of the churches of the association, and their mission pastors.

SECTION 2. The Executive Board shall attend to the business of the association during the interim between sessions and will employ such personnel and name such committees as it deems necessary to execute the work of the association entrusted to it. The Director of Missions should be deemed Ex-Officio member of all committees.

SECTION 3. The Executive Board shall meet at such times and places as shall be decided by the Executive Board.Called meetings of the Executive Board may be held at the request of the Moderator or Vice-Moderator, provided all members shall be notified as to the time and place of any such meeting.At all regular and called meeting of the Executive Board, ten (10) members from at least eight (8) churches shall constitute a quorum.

SECTION 4. The Executive Board shall be entrusted with the authority to select, interview, and elect a Director of Missions and such assistants as may be necessary, shall fix salaries, make financial arrangements and have such other powers and authority as may be necessary to carry on the work of the body.
